I have been trying to find a Tsumego app for my android phone but many of them require you to pay, I dont want to pay for them to just gamble on if its worth it. If anyone has found a good app could you please tell me here.

You may start from some FREE apps to see it they suit your needs. On my Android tablets I have:
(1) Gobandroid - this contains a collection of Tsumego problems from GoGameGuru.com. If you already studied these from the website then there is nothing new.
(2) WBaduk - this is the client application for the Asian based Go server, it has a large collection of Tsumego problem (2600+ when I last checked). You will need to register a free user account in order to access those.
Gobandroid might be what you are looking for, I totally agree with macelee.
I have a free android app called Hactar Go Lite on my phone & tablet. It has beginner, easy, intermediate & advanced problems. Plus you can add your own custom problems. You can play four levels of capture go. It also has replay & record game features. The controls are simple & easy to use. So far I'm very satisfied with it.
Gobanandroid also lets you view sgf files on your phone as an added benefit.
I also like the app "Magic Baduk Go" on android
Concerning the second one macelee mentioned, WBaduk:
On the iOS version of WBaduk, you do not have to be logged in to the server to access the problems. I'd be surprised if the Android version is different on this point.
You don't need to login to access the problems on Android either.
Magic Baduk Go is very good app! It has 1500 problems and its very cheap.
Have you tried Tsumego Pro? It comes with a sample pack and you can chip in a small amount of money to increase your library once you've completed the free ones. There's a daily solve a problem as well. I'm fairly new so don't take my word for it I suppose...
